Background: Proposed Budget Cuts --In his 2008/2009 proposed budget, Governor Schwarzenegger is recommending severe cuts to the state’s In-Home Supportive Services program (homecare). These cuts include decreasing the hours a recipient is allowed care and the possible rollback of worker wages to minimum wage. Currently, there are more than 400,000 California seniors and people living with disabilities who rely on homecare to remain safely and independently in their own homes. With this lifeline service, recipients of care would be forced into institutions – which on average cost taxpayers four times more than homecare.
